Implement an annual school calendar to ensure national examination evaluation activities are completed within one month and results are provided within two months of the exam.

This addresses the annual-calendar component, but the reviewed source does not demonstrate the pledge's specific one-month marking and two-month results deadlines.

Establish a National Examination Evaluation Center equipped with all necessary technological and physical facilities.

Why this status: The Ministry’s 2025 progress report identifies the National Evaluation Centre as a current government-policy target. That is evidence of formal implementation intent, but the report does not show a completed centre, equipment procurement, or operational results. The pledge is therefore tracked as underway with low-to-moderate confidence, not fulfilled.

Implement age-appropriate sexual and reproductive health education in the curriculum.

Why this status: The Health Ministry’s 2025/26 programme includes comprehensive sexuality education for 10–12-year-old schoolchildren and related public education. This is age-targeted implementation activity, but official evidence does not yet verify that it has been embedded throughout the national curriculum.

Establish a junior and senior secondary school system where each covers 2 or 3 primary schools, considering population and geographical location.

Why this status: The proposed junior/senior secondary structure is now a stated strategy in the 2026–2030 Public Investment Programme, including coverage of two or three primary schools with population density and geography considered. However, the official programme provides the direction rather than evidence that the new school system has been established nationwide. It remains in implementation.

Establish a government school system for primary education such that every child has a school within 3 km of their home or parents' place of work.

Why this status: The 2026–2030 Public Investment Programme adopts the policy direction of ensuring access to a primary school within 3 km of a child's home. That places the pledge in the current national implementation framework. The document does not demonstrate that every child already has this access or report a completed school-network rollout, so the rating is underway rather than kept.

Establish a formal national institute and a branch system for training Early Childhood Development professionals.

Why this status: The national STEP UP early-childhood programme has begun introducing quality standards and national training for early-childhood educators, and distributed specialised resources to 900 centres. This directly advances professional development, but it does not establish the formal national institute and branch system promised.

Establish minimum educational qualifications and a minimum salary for Early Childhood Development Centre Wardens and teachers.

Why this status: Under way. The Government has announced plans to introduce a preschool curriculum in 2027, train teachers, regulate preschools, use qualifications in teacher prioritisation and establish a proper salary structure. Those are direct steps toward the pledge, but no enacted minimum qualification or minimum salary is yet evidenced.

Increase public investment in the education sector, gradually raising the allocation to education as a percentage of the gross domestic product up to 6%.

Why this status: Under way. The Government reports an education allocation of 2.04 percent of GDP for 2025, describes it as the first step in a gradual path, and says further progress is planned in 2026 and 2027. This shows movement toward the 6 percent electoral-term target, but the current allocation remains well below it.

The independence of the judiciary will be fully guaranteed.

Why this status: Under way. Cabinet approved publication and submission to Parliament of proposed constitutional and Judicature Act amendments intended to strengthen judicial independence and reduce case backlogs. The amendments are not yet enacted, and the pledge's promise to fully guarantee independence is therefore not complete.

Gradually increase the representation of women to 50% in all decision-making bodies, from Parliament to local government institutions.

Why this status: Parliament reports 22 women MPs in the Tenth Parliament, up from 12 in the Ninth, but this is about 9.8% of 225 seats and remains far below the 50% target. Official policy continues to call for equal representation, so this is measurable progress without target delivery.
